Final Version of the Applicant’s Guide for the Energy Support Scheme Published by the Agency for Financing Rural Investments
The Agency for Financing Rural Investments (AFIR) has published on www.afir.ro the final version of the Applicant’s Guide for the State Aid Scheme supporting investments in new electricity production capacities from renewable sources for self-consumption of enterprises in the agricultural sector and the food industry, in preparation for the launch of the second session for submitting funding applications.
Investment projects seeking financing can be submitted within the funding application session, which opens on December 24, 2024, and closes on February 28, 2025.
The available funds for financing eligible projects submitted during this session amount to €150 million, distributed based on installed capacities and the source of renewable energy production:

Less than 1 MW, including €90,000,000 €2,000,000
More than 1 MW €40,000,000 €18,000,000
For the 2024 – 2025 session, the state aid granted under the scheme covers up to 100% of eligible costs. The non-reimbursable fundsthat can be obtained per project are:
• €700,000 per MW for wind energy, regardless of installed capacity.
• €550,000 per MW for solar energy for installed capacities greater than 1 MW.
• €650,000 per MW for solar energy for installed capacities less than or equal to 1 MW.
Eligible Beneficiaries
Entities eligible under the Energy Scheme include:
• Enterprises in the agricultural sector or the food industry, legally established and registered with the National Trade Register Office (ONRC).
• Organizations or federations of organizations in the field of land improvement (OUAI/FOUAI).
Through this support scheme, funding will be provided for projects aiming to establish new electricity production capacities (both below and above 1 MW), with or without storage, from solar and wind sources.
The funding for the Energy Scheme is provided by the Modernization Fund, managed by the Ministry of Energy, while the administrator of the state aid scheme is the Ministry of Agriculture and Rural Development, through the Agency for Financing Rural Investments.
